NYS & CSEA Partnership

For Education and Training

The Partnership is a joint labor-management organization that provides education and training services to NYS agencies and CSEA-represented employees, and is funded through the collective bargaining agreements between the State of New York and the Civil Service Employees Association (CSEA).

Adult Education Course

Adult Education Basics

The AEB program offers:

  • Pre and post assessments to determine employee skill levels before and after course

  • Advice and support from Partnership advisors

  • Classroom training on the following:
     

    • English for Speakers of Other Languages (ESOL)

    • Enhance Your Skills: Reading, Writing, and Math Basics

    • Essentials of Writing

    • Fundamental Math Skills

    • High School Equivalency (HSE) Prep

    • Math Refresher

    • Reading Comprehension

Partnership instructors have experience working with adults at all adult educational levels and backgrounds. You'll find our small class sizes and courses will help you improve your reading, writing, and math skills.

Employees may use the Tuitions Benefits Program to attend remedial, preparatory, high school equivalency, or ESOL courses offered by local educational providers.

Tuition Benefits Program

The Tuition Benefits Program provides educational benefits to CSEA-represented New York State (NYS) employees, enabling them to achieve greater career mobility, qualify for promotional opportunities, improve job skills, and prepare for future state workforce needs through the following:

  • Tuition Voucher - Payment for tuition at participating schools

  • Tuition Reimbursement - Authorized repayment of tuition to students upon successful completion of coursework at accredited schools.

  • Credit-by-Examination Fee Reimbursement - Repayment of fees (up to a maximum of $350 per exam) to students for any number of College-Level Examination Program (CLEP), DANTES Subject Standardized Test (DSST, formerly Defense Activity for Non-Traditional Education Support, Thomas Edison College Examination Program (TECEP), and Excelsior College exams.

  • Certification and Licensure Examination Fee Reimbursement - Repayment for any number of certification or licensure exam fees up to a maximum of $350 per exam.

Working from Home

Online Learning

All of the Partnership's online courses are offered through the Statewide Learning Management System (SLMS). SLMS is a web-based application used to manage, deliver, and track training for all NYS employees.

Online Learning is a FREE program that lets you learn from the convenience of your office or home using a computer and a connection to the Internet. Save time and travel costs by accessing job-related courses anytime, anywhere!

 

The Online Learning course catalog includes thousands of courses in topics such as:

  • Business Skills, Computer Skills, and Personal Development courses

  • Partnership Labor-Management courses: Working with the Contract and Labor-Management Committee Basics

  • Individuals with an online learning license can also access thousands of digital books and videos.

Online Certificate Programs

A certificate program is a series of online courses on a single topic that must be completed by a certain date. Certificate programs also help build workforce development competencies. To participate in these online programs, learners must register for both the certificate program, and a Partnership Online Learning License.

Individual CSEA-represented NYS employees can choose from two Labor-Management and over 7,000 Skillsoft self-paced online courses. Courses can be taken at home or at work with supervisory approval. Online Learning course categories include: Administrative Support; Communication; Finance and Accounting; Grammar and Writing; Leadership and Management; Math Skills; Personal Computer; Personal Development; Professional Information Technology; and Safety and Health.

More than 100 courses are available in the following categories: Adult Education Basics; Computer Skills; Individual Development; Interpersonal Communication; Labor-Management Services; Language Skills; Math Skills; Safety and Health; Trades, Operations, and Maintenance; Work Management; and Writing Skills.
